- Peel and boil the potatoes in salted water until fork-tender.
- Drain and mash them while still hot.
- Mix in butter, warm milk, salt, pepper, and chopped dill.
- Let cool slightly, then shape into nests (donuts with a hollow center) using your hands or a mold on a baking sheet lined with parchment paper.
Step 2: Cook the Meat Filling
- Heat oil in a pan and sauté onions until golden.
- Add garlic and cook for 30 seconds.
- Add minced meat, breaking it apart and cooking until browned.
- Stir in bell pepper, tomato paste, cumin, paprika, salt, and pepper.
- Cook until the mixture is thick and well combined. Let cool slightly.
Step 3: Assemble the Nests
- Preheat oven to 180°C (350°F).
- Fill the center of each potato nest with the meat mixture.
- Top each nest with grated cheese.
Step 4: Bake
- Bake in the preheated oven for 20–25 minutes or until cheese is melted and slightly golden.
- Garnish with fresh dill or parsley before serving.
